What is a Comprehensive Plan?
A Comprehensive Plan sets the community’s vision, goals, and guiding policies for the next 20 years. It includes the goals and policies for Land Use, Housing, Transportation, Capital Facilities, and Parks and Recreation.Comprehensive Plan Process
• Establish a 20-year community Vision: What will Pacific be like in 2044? • Engage the community throughout the update process - we need to hear from all parts of the community.
• Assess Existing Conditions (Spring - Fall 2023):
- What does Pacific look like right now in terms of population, housing, and employment?
- How well is the community being served right now by things like parks, water, sewer, public buildings and services (fire, police, library, etc.), traffic, sidewalks, bike paths, etc.?
- Take a look at forecasted growth: How will Pacific accommodate new housing and jobs?
• Draft updates (Fall and Winter 2023):
- Map out lands for residential, commercial, and open space uses.
- Create growth strategies, goals, and policies to accommodate the community’s Vision.
• Review draft with the community and city officials (Winter 2023 - Spring 2024)
• Adopt a new Comprehensive Plan by December, 2024.

•February 27 • 6-7pm Planning Commission Meeting
Planning Commission meetings will be held at Pacific City Hall (100 3rd Ave SE) from 6-7pm.
Interactive posters are also on display in City Hall if you would like to provide comments or feedback on various topics to inform the Comprehensive Plan update. There is also a planner available at City Hall from 10-1pm on Thursday’s if you have additional questions. We look forward to hearing from you.
